Introduction

The community's need for health services is increasing, along with the increase in awareness of the importance of health. In an effort to meet this need, the Indonesian government has carried out various initiatives to improve the quality and coverage of health services, one of which is through hospital accreditation. In Medan, there are 62 hospitals, but only 11 of them have received accreditation from the government. The Emergency Room Installation (IGD) acts as the spearhead of health services in the hospital, so that the quality of the emergency room reflects the overall quality of the hospital. Here, hospital leaders play a strategic role in determining service quality. The perception of hospital leaders regarding the importance of improving the quality of services through the emergency room can be a significant investment in achieving accreditation.

Background

Hospital accreditation is a process of evaluating and improving the quality of healthcare services provided by hospitals. The accreditation process involves assessing the hospital's compliance with established standards and guidelines, which are designed to ensure that patients receive high-quality care. In Indonesia, hospital accreditation is mandatory for all hospitals, and it is carried out by the Indonesian Ministry of Health. The accreditation process involves a thorough evaluation of the hospital's facilities, equipment, staff, and services, including the emergency room.

Methodology

This study aims to analyze the effect of the perception of hospital leaders regarding the quality of emergency services on the implementation of hospital accreditation in Medan in 2009. This type of research is a survey with the Explanatory Survey type, where all hospital leaders in Medan, as many as 51 people, became Respondents in this study were through total sampling techniques. Data were analyzed using multiple linear regression statistics tests.

Results

The results showed that some variables had a significant influence on the implementation of hospital accreditation, namely:

Administrative and Management Standards (p = 0.001)
Philosophical and Purpose Standards (P = 0.011)
Staff and Leaders (p = 0.007)
Facilities and Equipment (p = 0.006)
Policy and Procedure (p = 0.018)
Development of staff and educational programs (p = 0.001)
Quality Evaluation and Control (p = 0.014)

The overall contribution to the accreditation was recorded at 50.8%. The results of this statistical analysis indicate a significant relationship between the perception of hospital leaders regarding the quality of emergency room services and the level of importance of hospital accreditation (P-Value <0.05).

Discussion

The results of this study suggest that hospital leaders' perceptions of the quality of emergency room services play a significant role in the implementation of hospital accreditation. The findings indicate that hospital leaders who perceive the quality of emergency room services as important are more likely to implement hospital accreditation. This suggests that hospital leaders' perceptions of the quality of emergency room services are a critical factor in determining the level of importance of hospital accreditation.

Conclusion

Based on the results of the study, it is recommended that hospital leaders in Medan immediately carry out accreditation to ensure that the services provided meet the standards and satisfy patients. In addition, further research needs to be carried out to understand the factors that influence hospital leaders who have not wishes to carry out accreditation in the institutions they lead. This knowledge is expected to be the first step to improve the quality of health services in Indonesia, especially in the city of Medan.

Recommendations

Hospital leaders in Medan should prioritize the implementation of hospital accreditation to ensure that the services provided meet the standards and satisfy patients.
Further research should be carried out to understand the factors that influence hospital leaders who have not wishes to carry out accreditation in the institutions they lead.
Hospital leaders should be educated on the importance of hospital accreditation and the benefits of implementing it in their institutions.

Limitations

This study has several limitations. Firstly, the study was conducted in Medan, which may not be representative of other cities in Indonesia. Secondly, the study only focused on hospital leaders' perceptions of the quality of emergency room services, and did not consider other factors that may influence hospital accreditation. Finally, the study only analyzed the data from 2009, and may not reflect the current situation in Medan.

Future Research Directions

This study provides a new perspective on the role of hospital leaders in the implementation of hospital accreditation. Future research should focus on understanding the factors that influence hospital leaders who have not wishes to carry out accreditation in the institutions they lead. Additionally, future research should explore the impact of hospital accreditation on patient outcomes and the quality of healthcare services provided by hospitals.
