Introduction

North Sumatra Province is facing significant challenges in economic growth, including low investor interest and overlapping regulations related to regional licensing. This has resulted in many business actors finding it difficult to navigate the licensing process. To address this issue, the government introduced the Online Single Submission (OSS) policy, designed to facilitate the licensing process with principles that prioritize ease, speed, transparency, and legal certainty.

Background of the Study

The OSS policy was implemented to simplify the licensing process and reduce the burden on business actors. However, the effectiveness of OSS in achieving its objectives is still a topic of debate. This study aims to investigate the impact of OSS on the ease of business licensing for business actors in North Sumatra Province. The study employed a qualitative approach with descriptive statistical techniques to test data validity and reliability, and used a linear regression approach to analyze the data.

Methodology

The study involved 108 respondents who were divided into three groups of business actors, namely micro, small, and medium-sized enterprises. The data was collected through questionnaires, direct observation, and documentation. The OSS system was analyzed based on the Edward III theory and Government Regulation Number 24 of 2018, which regulates the ease of integrated electronic business licensing.

Results

The results of the study showed that the application of OSS in the administration of business licensing in North Sumatra Province had been running successfully. The value of the influence between the two variables, OSS (variable X) and ease of business licensing (variable Y), reached 81.1%, which is included in the very strong category. The success of OSS can be attributed to several factors, including professional and competent apparatus resources, adequate facilities and infrastructure, and clear standard operational procedures. The commitment of leaders, especially the Head of the Investment Agency and PTSP of North Sumatra Province, is also crucial in providing maximum services to the community.

The success of OSS also created a more conducive business environment, which in turn could attract more investors to invest in North Sumatra Province.
