Introduction

Pematang Siantar City, located in North Sumatra, has experienced significant development dynamics in its service centers. This study aims to analyze the strategy of developing service centers in this city by comparing the suitability of service centers based on the Regional Spatial Plan (RTRW) with the results of the analysis. In addition, this study also examined the effect of the development of service centers on regional development in Pematang Siantar City.

The results of the analysis showed that the West Siantar District, which ranked first, was designated as a city service center. Here, the most powerful regional interaction with Siantar Sitalasari District. However, it was also found that the service centers specified in the Pematang Siantar City RTRW were no longer in accordance with the results of the analysis. This shows the discrepancy between planning and reality in the field.
