Results

The results showed that the empowerment of HR apparatus had a significant influence on good governance in North Sumatra. Improving the quality of planning and performance of the apparatus is also significantly influenced by the empowerment of HR, although there is a negative influence on the performance of the apparatus. This suggests that while empowerment can lead to improved planning and performance, it can also lead to decreased performance in some cases.

Nevertheless, this study found that the quality of planning and performance of the apparatus had no significant effect on good governance.
