Analysis of the Location of the Public Library and its Influence on Regional Development through Improving the Quality of Human Resources in the City of Medan

Introduction

The quality of human resources is a crucial factor in determining the development of a region. In this context, the role of public libraries cannot be overstated. As a hub for information, education, and community development, public libraries have the potential to significantly impact the quality of human resources in a region. However, the effectiveness of a public library depends on various factors, including its location, supporting infrastructure, demographic characteristics, physical specifications, library operations, and user motivation. This study aims to analyze the location of public libraries and its influence on regional development through improving the quality of human resources in the city of Medan.

Methodology

This study uses an explanatory method with a survey approach to explain the relationship between the variables studied. A total of 351 samples were taken through the accidental sampling method from Medan City Public Library Users and the North Sumatra Province Library, Archives and Documentation Agency. The designed questionnaire has 104 questions that cover eight variables with a total of 59 indicators, using the Likert Five Choice Scale. To guarantee the validity and reliability of the instrument, the test is carried out before the data analysis.

Data Analysis

Data analysis is carried out with descriptive and inferential statistical techniques, using a structural equation model (SEM) processed with AMOS software version 16. The results show that five of the six independent variables are tested, namely location, supporting infrastructure, physical specifications, library operations, and User motivation, has a significant influence on the use of the library. Meanwhile, demographic characteristics do not show a significant effect. The use of the public library itself contributes positively to improving the quality of human resources in the city of Medan.

Results and Discussion

The results of this study indicate that the location of the public library is a critical factor in determining its use. A strategic location with easy access to the community is essential to ensure that the library can be accessed by all levels of society. Furthermore, the physical specifications of the building and the quality of the services offered must be attractive and quality to provide a positive experience for users, thus encouraging them to use library services more often.

In addition, demographic characteristics and user motivation must also be considered. Understanding who library users and what they are looking for will help library managers to improve services and attract more visitors. Therefore, the public library is not only a place to store books, but also as a center for education and development of vital skills for the community.

Integration with Urban Planning: Public libraries should be integrated as one of the important components in urban planning, spatial or regional-based public libraries should be considered.
