Analysis of Hospital Readiness in Implementation of National Health Insurance Program Policy Based on Aspects of Organizational Behavior in Dr. Djasamen Saragih Regional Hospital Pematangsiantar City in 2014

Introduction

The implementation of the National Health Insurance Program (JKN) at Dr. Djasamen Saragih Regional Hospital in Pematangsiantar City has shown several challenges, both in terms of technical and operational aspects. This study aims to analyze the readiness of hospitals in the implementation of the JKN program through the lens of organizational behavior. The research was conducted from April to June 2014 involving 12 informants, using a qualitative approach with data collection through in-depth interviews and questionnaires.

Background of the Study

The National Health Insurance Program (JKN) is a government program aimed at providing health insurance coverage to all citizens in Indonesia. The program was implemented in 2014, and Dr. Djasamen Saragih Regional Hospital was one of the hospitals that participated in the program. However, the implementation of the JKN program at the hospital showed several challenges, including technical and operational issues. This study aims to analyze the readiness of the hospital in implementing the JKN program, focusing on the aspects of organizational behavior.

Methodology

This study used a qualitative approach, involving 12 informants, including hospital staff and JKN participants. The data collection was done through in-depth interviews and questionnaires. The study was conducted from April to June 2014.

Results

The results of the study showed that the readiness of Dr. Djasamen Saragih Regional Hospital in implementing the JKN program is still less than optimal. This can be seen from the aspect of organizational behavior, both at the level of individuals, groups, and organizations as a whole. The study found that the hospital staff's work discipline needs to be improved, including attendance, attitudes, and ways to interact with patients. The study also found that the hospital's persuasive approach to officers needs to be done to increase their motivation and awareness in providing quality services.

Organizational Readiness Analysis

From the point of view of organizational behavior, there are several factors that are inhibiting the implementation of the JKN program. One of them is the work discipline of hospital employees who need to be improved. This discipline not only includes attendance, but also attitudes and ways to interact with patients. The persuasive approach to officers also needs to be done to increase their motivation and awareness in providing quality services.

Short-term Recommendations

In the short term, a number of actions can be taken to increase the readiness of Dr. Djasamen Saragih Regional Hospital in the implementation of JKN:

Medium and Long-term Recommendations

On the other hand, for the medium term, Dr. Djasamen Saragih Regional Hospital is advised to do:

Identification, Monitoring, and Evaluation: Perform periodic evaluations of the implementation of JKN to find areas that need to be improved.
Improve facilities: Striving for the completeness of hospital facilities to support better health services.

For the long run, proposing equipment needs to the central government through the North Sumatra Provincial Government needs to be done so that hospitals can be more prepared in facing various challenges that arise in the implementation of JKN.

Conclusion

In conclusion, Dr. Djasamen Saragih Regional Hospital has not been fully prepared in implementing the JKN program, especially from the aspect of organizational behavior. There needs to be a joint effort to improve this condition, both in terms of employee discipline, improvement of communication, to the provision of adequate facilities. By paying attention to the existing recommendations, it is expected that health services in this hospital can increase, and the satisfaction of JKN participants can be realized.
