Introduction

Budgeting is a crucial element in every organization, both engaged in the government and private sectors. Findings

The findings of this study show that the health budget planning process has been carried out well, although there are several significant obstacles. One of the main obstacles faced is the low amount of Regional Original Revenue (PAD) of Pidie Jaya Regency which is still minimal. This causes this district to be very dependent on funds from the provincial and central government. In this context, the importance of diversification of funding sources must be a major concern so that the Health Office can be more independent in managing the budget.

The Development Planning Consultation (Musrenbang) process starts from the village level and continues to the district level. Although there is an effort to involve various stakeholders in this process, the budget allocation for the health sector is still much focused on physical development and provision of equipment. This has an impact on the lack of allocation of funds for community service activities and increasing the capacity of Human Resources (HR), which is essential in disaster management.

Discussion

The findings of this study highlight the importance of effective budget planning in disaster management. A more comprehensive and sustainable approach is needed in budgeting which is not only focused on physical development, but also in the HR strengthening program and public health services that can increase responsiveness in emergency situations. This requires a more participatory approach to budget planning, involving various stakeholders, including community members, health professionals, and government officials.

Conclusion

Through this research, it is expected to provide practical insight for all related parties in the health budget planning process. With a deeper understanding of the challenges and opportunities that exist, it is hoped that the Pidie Jaya District Health Office can develop a better strategy in dealing with potential disasters in the future. This effort will not only strengthen the local health system, but also contribute to improving the welfare of the community as a whole.
