Introduction

Financial accountability is a crucial aspect of good governance, and it is essential for the North Sumatra Provincial Government to ensure that its financial management is transparent, efficient, and effective. The government's financial accountability is influenced by various factors, including the quality of human resources, the application of information technology, internal control systems, presentation of financial statements, and compliance with legislation. This study aims to examine the effect of these factors on the financial accountability of the North Sumatra Provincial Government.

Background

The North Sumatra Provincial Government is one of the largest provinces in Indonesia, with a population of over 14 million people. The government's financial management is a critical aspect of its operations, and it is essential to ensure that its financial accountability is transparent, efficient, and effective. However, the government's financial accountability has been a concern in recent years, with reports of corruption, mismanagement, and lack of transparency.

Methodology

This study uses a descriptive causal design involving all staff in the Finance or Accounting Section in all Regional Work Units (SKPD) of the North Sumatra Provincial Government as its population. The research sample was taken by the purposive sampling method, involving 210 respondents consisting of the Head of the Financial/Accounting Subdivision and staff who were directly involved in the recording of financial transactions or the preparation of financial statements.

The data collected is then analyzed using multiple regression analysis. The results show that simultaneously, the five factors studied (quality of human resources, the application of information technology, internal control systems, presentation of financial statements, and compliance with legislation) have positive and significant influence on financial accountability.

Results

However, when it was analyzed partially, only three factors were proven to have a positive and significant influence on financial accountability, namely:

Internal Control System: A good internal control system can prevent mistakes and fraud in financial management, thereby increasing financial accountability.

*Presentation of Financial Statements: Financial statements that are prepared transparently and accurately make it easier for related parties in understanding financial conditions and assessing government performance.

*Compliance with Legislation: Compliance with laws and regulations governing public finance management guarantees accountability and transparency in the use of public funds.

Meanwhile, the quality of human resources and the application of information technology partially has no significant influence on financial accountability. This may be caused by several factors, such as:

Limitations of Training and Development: The quality of human resources in the financial sector may not be optimal due to lack of training and development that focuses on accountability and transparency.

Lack of Technological Integration: The application of information technology may not be fully integrated in the financial management system, so that it has not been able to increase effectiveness and efficiency to the maximum.

Discussion

This study shows that 59.9% of the level of financial accountability in the North Sumatra Provincial Government can be predicted by the five variables studied. However, there are still 40.1% that are influenced by other factors that are not included in this research model. Other factors that might affect financial accountability can include:

*Budget Availability: Adequate and on target budget can support efforts to improve financial accountability.

Political Balance: Conducive political climate and free from corruption can increase accountability and transparency in the management of public finances.

Public Participation: The role of the community in supervision and control of the use of public funds can encourage increased accountability.

Conclusion

The results of this study provide recommendations for the North Sumatra Provincial Government to improve their financial accountability. Government Needs:

Improving the quality of human resources: through training and development programs that focus on accountability, transparency, and use of information technology in financial management.

Increasing the integration of information technology: Strengthening financial information systems and integrating information technology as a whole in financial management.

*Implement a strong internal control system: Running a comprehensive and effective internal control system to prevent errors and fraud.

Increasing transparency and accountability of financial statements: Ensuring financial statements are prepared accurately, transparently, and in accordance with government accounting standards.

*Increasing compliance with legislation: Ensuring that all related parties comply with laws and regulations governing public finance management.

By implementing these recommendations, the North Sumatra Provincial Government can improve its financial accountability and realize good, transparent and accountable financial governance.

Based on the findings of this study, the following recommendations are made:

Improving the quality of human resources: The North Sumatra Provincial Government should provide training and development programs that focus on accountability, transparency, and use of information technology in financial management.
Increasing the integration of information technology: The government should strengthen financial information systems and integrate information technology as a whole in financial management.
Implementing a strong internal control system: The government should run a comprehensive and effective internal control system to prevent errors and fraud.
Increasing transparency and accountability of financial statements: The government should ensure that financial statements are prepared accurately, transparently, and in accordance with government accounting standards.
Increasing compliance with legislation: The government should ensure that all related parties comply with laws and regulations governing public finance management.

By implementing these recommendations, the North Sumatra Provincial Government can improve its financial accountability and realize good, transparent and accountable financial governance.
