Introduction

The development of a region is often measured by the quality of its settlements. In the context of Johan Pahlawan District, West Aceh Regency, the level of settlements has been a pressing concern. This study aims to analyze the level of settlements in Johan Pahlawan District, with a focus on the factors that influence the decision of the community to live in slums. By understanding these factors, we can develop a more effective strategy to improve the quality of life of the people in Johan Pahlawan District.

Methodology

This study employed a quantitative descriptive survey method to evaluate the level of settlements in Johan Pahlawan District. The study involved 95 respondents and used multiple linear regression analysis to identify the factors that influence the decision of the community to live in slums. The analysis was based on the basic criteria of the Minister of Public Works and Public Housing Regulation No. 2 of 2016 concerning improving the quality of slums and slums.

Results

The results of the study showed that of the 19 villages studied, Suak Nie Village was in the moderate slum category. Meanwhile, 13 other villages have a mild level of slums. On the other hand, there are 4 villages: Seuneubok, Rear Village, Drien Rampak, and Field, which is not categorized as dirty, although they need restoration to improve the quality of settlements.

Factors Influencing the Decision to Live in Slums

The study found that factors such as land prices, income, distance to work, and education significantly influenced the decision of the community to live in slums. The coefficient of determination (R²) of 0.620 indicates that 62% of the variations of the decision to live in slums can be explained by these variables, while the remaining 38% are influenced by other variables that are not included in the model.

The results of the study have several implications for the development of Johan Pahlawan District. Firstly, the different levels of slums in each village give a clear picture of the need for the right intervention. Suak Nie Village, which is in the moderate slum category, for example, requires more attention in terms of infrastructure improvement and basic services.

To improve the quality of life of the people in Johan Pahlawan District, a holistic approach is needed. The formulated handling strategy needs to include four sectors, namely the development of settlements, building and environmental arrangements, drinking water supply, and environmental sanitation. With a collaborative effort between the government, the community, and the private sector, it is expected that the quality of life of the people in Johan Pahlawan District can increase.

This study has several limitations. Firstly, the study was limited to 19 villages in Johan Pahlawan District, which may not be representative of the entire district. Secondly, the study only considered a few factors that influence the decision of the community to live in slums, and other factors may have been overlooked.
