Introduction

In 1998, Indonesia experienced a severe monetary crisis that had a significant impact on various sectors, including the health sector. In response to this problem, the government launched a health insurance program to help the poor, including providing funding for treatment. The program aimed to overcome obstacles in accessing health services for disadvantaged people. However, despite the existence of the program, there are still complaints from patients with the Health Maintenance Guarantee Patients (JPKMM). Some complaints that often arise include inadequate treatment of patients who need care and the existence of unstable bills from the hospital.

Background of the Study

The health insurance program was introduced to provide free health services at Puskesmas and inpatient services at hospitals throughout Indonesia. This initiative aimed to improve access to health services for disadvantaged people. However, the program has faced several challenges, including inadequate treatment of patients and unstable bills from hospitals. These challenges have led to complaints from JPKMM patients, which have a significant impact on the quality of health services provided.

Objectives of the Study

The main objective of this study is to analyze the perception of JPKMM patients regarding their level of satisfaction with services at the General Hospital F.L. Tobing Sibolga. The study aims to identify the factors that influence patient satisfaction and to provide recommendations for improving the quality of health services provided.

Methodology

This study used a descriptive approach and quantitative methods to collect data. Purposive sampling was used to select a sample of JPKMM patients who had received treatment at the General Hospital F.L. Tobing Sibolga. The data were collected through a questionnaire that was administered to the respondents.

Results

The results of the study showed that the characteristics of JPKMM patients involved in this study were mostly in the age group of 31-40 years (25.71%) and 71.42% of them were women. In terms of education, 28.57% of respondents were high school graduates. The duration of treatment also varied, with 37.14% of respondents being treated for more than three days.

The results also showed that 88.57% of respondents were satisfied with the ease of access to services in the hospital. In terms of patient acceptance procedures, 94.28% of respondents expressed satisfaction. This shows that patients feel the administrative process runs well and efficiently. In addition, 88.57% of respondents were satisfied with the response from the counter officer, and 100% of respondents were satisfied with the presence of doctors who were ready to examine patients.

Patient satisfaction is not only focused on medical aspects, but also on social interaction, where 100% of respondents expressed their satisfaction with the friendly attitude of nurses. This shows the importance of good communication and hospitality in health care. Information disclosure is also a key, where patients are satisfied with the explanation of the conditions given by the officer.

The reputation of medical personnel was also recorded high, with 100% of respondents satisfied with the doctor's reputation who handled them. This action shows that trust in health workers is very influential on the patient's perception of the services they receive. In the aspect of nutritional service, 91.42% of respondents expressed satisfaction, showing the importance of nutrition in the patient recovery process.

Discussion

The results of this study provide in-depth insight into how the perception of JPKMM patients towards health services at the General Hospital F.L. Tobing Sibolga. Although there are some complaints, generally patients are satisfied with the service they receive. This shows that the health insurance program has a positive impact, although continuous improvement is still needed to improve patient experience, especially in terms of responsiveness of urgent care needs.
