In today's competitive higher education landscape, institutions must continually strive to improve their performance to remain relevant and attractive to students, faculty, and other stakeholders. STMIK IBBI Medan, a tertiary institution in Medan, Indonesia, recognizes the importance of comprehensive and measurable performance measurements in achieving its vision and mission. This study presents an innovative approach to designing an effective performance measurement model using the Quantitative Models for Performance Measurement System (QMPMS) method, which is based on student perceptions.

Key Factors Influencing Institutional Performance

The study focuses on eight main factors that influence the performance of STMIK IBBI Medan, as perceived by its students. These factors are:

1. Lecturer Competency

The quality of teaching and the ability of lecturers in transferring knowledge is a crucial factor in shaping the quality of students. Lecturers with high competence can inspire students to learn and achieve their academic goals.

2. Student Learning Ability

The ability of students to learn and adapt to learning methods is an essential indicator in assessing the effectiveness of the teaching and learning process. Students with high learning ability can absorb and apply knowledge effectively, leading to better academic performance.

3. Academic Administration

Efficiency and effectiveness of academic administration are vital in providing fast and easy services to students. Well-managed administrative processes can reduce bureaucratic red tape and improve student satisfaction.

Methodology and Data Analysis

This study involved 298 STMIK IBBI Medan students through the distribution of questionnaires. The data obtained were analyzed using the Structural Equation Modeling (SEM) approach with the help of the SPSS Amos program version 18. The results of the analysis showed that lecturer competence, student learning abilities, facility support, alumni support, academic administration, and learning process had a direct influence on institutional performance.

Results and Findings

The study revealed that lecturer competence also indirectly affects the performance of institutions through the learning process. That is, the quality of good lecturer teaching will have a positive impact on the learning process, which in turn improves the performance of the institution as a whole.

Design of Performance Measurement Model

Based on the results of this study, STMIK IBBI Medan succeeded in designing a structured and comprehensive performance measurement model. This model is manifested in the form of a hierarchy and matrix, which consists of 38 Key Performance Indicators (KPIS) that are described based on six key factors:
