Effects of Economic Growth, Profit Sharing Funds, General Allocation Funds and Special Allocation Funds on the Level of Regional Financial Independence in Regency/City Government in North Sumatra Province (2013-2015 Period)

Introduction

The concept of regional financial independence has become a crucial aspect of governance in Indonesia, particularly in the context of decentralization. The ability of local governments to manage their finances effectively and sustainably is essential for the development of their regions. In this regard, the allocation of funds from the central government plays a significant role in supporting the financial independence of local governments. This study aims to analyze the effect of economic growth, profit sharing funds, general allocation funds, and special allocation funds on the level of regional financial independence in district/city governments in North Sumatra Province.

Background

The decentralization policy in Indonesia has led to the transfer of authority and resources from the central government to local governments. This has resulted in the creation of a new fiscal system, where local governments are responsible for managing their own finances. However, the lack of financial resources and capacity has hindered the ability of local governments to manage their finances effectively. As a result, the central government has introduced various allocation funds to support the financial independence of local governments.

Research Methodology

This study employed a causal research method to analyze the effect of economic growth, profit sharing funds, general allocation funds, and special allocation funds on the level of regional financial independence in district/city governments in North Sumatra Province. The data used in this study were secondary data obtained from the Ministry of Finance and the Central Statistics Agency. The data were analyzed through the Realization Report of the Regional Revenue and Expenditure Budget (APBD) and data on the rate of economic growth.

Results and Discussion

The results of this study showed that simultaneously, economic growth, profit sharing funds, general allocation funds, and special allocation funds had a significant positive impact on the level of regional financial independence. This reflects that when these four factors function synergistically, regional financial independence can increase. However, when viewed partially, only general allocation funds show significant and negative effects on the level of regional financial independence. Meanwhile, economic growth, profit sharing funds, and special allocation funds do not have significant influence.

Deeper Analysis

The general allocation fund factor that has a negative impact may be caused by regional dependence on these funds. When the local government depends more on the general allocation fund, this can reduce incentives to increase regional income through taxes and levies. In addition, the use of inefficient general allocation funds can cause waste and reduce the effectiveness of the use of funds. On the other hand, economic growth that does not show a significant effect on regional financial independence also raises questions. Maybe external factors and regional policies that do not support the growth of the local economic sector are the causes.

Conclusion

Overall, this research confirms the importance of managing allocation funds, especially the general allocation fund, to increase regional financial independence. Local governments in North Sumatra Province need to examine the use and allocation of funds in order to support sustainable economic growth and increase financial independence. With the right policy and efficient management, it is hoped that regions in North Sumatra can reduce dependence on central funds and strengthen their financial position.

Firstly, the study only focused on the data from the 2013 to 2015 period, which may not be representative of the current situation. Secondly, the study only analyzed the effect of economic growth, profit sharing funds, general allocation funds, and special allocation funds on the level of regional financial independence, which may not be the only factors influencing regional financial independence.
