Meanwhile, the inhibiting factor includes patriarchal culture, lack of awareness of civil servants for the importance of training, and lack of motivation to follow the training.

Patriarchal culture is still strong in the bureaucratic environment, so often the opportunities and opportunities given to female civil servants are more limited. This can be seen from the fact that female civil servants are often excluded from decision-making positions and are not given equal opportunities for promotion. Apathy attitude and lack of motivation to follow the training become a separate obstacle.
