Optimization of Settlers' Satisfaction, Government Income, and Developers from the Housing Business Sector Organized in Medan Municipality

Introduction

In an effort to meet comfortable and planned residential needs, this research focuses on optimizing satisfaction between settlers, government, and developers in the residential area organized in the Medan Municipality. This study aims to identify the extent to which the level of optimization achieved by the three parties, as well as the type of house that provides the highest level of optimization and factors that affect the level. The optimization level is defined as a balanced and mutually beneficial condition for settlers, government, and developers, both in the form of satisfaction and income.

Background

The Medan Municipality is one of the largest cities in Indonesia, with a population of over 2 million people. The city is known for its rapid urbanization, which has led to a shortage of housing and a need for organized residential areas. The government has implemented various policies to address this issue, including the development of residential areas that are designed to meet the needs of settlers. However, the success of these policies depends on the level of optimization achieved by the three parties involved: settlers, government, and developers.

Research Objectives

The main objectives of this research are:

To identify the level of optimization achieved by settlers, government, and developers in the residential area organized in the Medan Municipality.
To determine the type of house that provides the highest level of optimization.
To analyze the factors that affect the level of optimization, especially those obtained by the developer.

Methodology

This research uses a mixed-methods approach, combining both quantitative and qualitative methods. The study was conducted in three residential areas in Medan: Griya Wisata Indah, Griya Riatur Indah, and Taman Setia Budi Indah. A total of 100 respondents were chosen randomly from homeowners in these areas, while 50 control samples were taken from adjacent general residential areas to compare optimal conditions in organized housing.

Data analysis was done using descriptive methods, including the average different test (TTEST) to compare the optimization level of each group of types of houses. The relationship between variables was analyzed using the correlation of product moment from Pearson, while the factors that affect the level of optimization, especially those obtained by the developer, were analyzed descriptively.

Factors Affecting Optimization

Some factors affect the level of optimization between settlers, government, and developers. These factors can be categorized into three main groups:

Location and Accessibility

The residential area that is in a strategic location with good transportation access tends to attract more settlers. This is because settlers prefer to live in areas that are close to their workplaces, schools, and other amenities. In addition, the quality of infrastructure and public facilities such as schools, hospitals, and shopping centers is also the main determinant.

Selling Price and Design Model

The selling price of the house and the design model offered by the developer has a major effect on settlement satisfaction. Houses with affordable prices and attractive designs can increase settlement interest, thus creating higher satisfaction.

Government Regulations and Policies

Government regulations and policies in the housing sector also contribute to the optimization level. Incentives for developers in building housing in accordance with the needs of the community can produce better residential areas and meet the expectations of settlers.

Conclusion

Optimization of settlers' satisfaction, government income, and developers in the residential area arranged in the Medan Municipality not only depend on the quality of the house built, but also on external factors that affect the attractiveness of the area. By understanding and managing these factors, it is hoped that the three parties can achieve the desired optimization level. This research provides important insights for the government and developers in designing better policies to create sustainable residential areas and meet the needs of the community.
