Effect of Tax Effort, Growth of Capital Expenditures and Regional Original Revenues on Economic Growth in Regencies/Cities in North Sumatra

Introduction

Economic growth is a crucial aspect of any region's development, and it is influenced by various factors, including tax effort, capital expenditure growth, and regional original revenue. In the context of North Sumatra, a province in Indonesia, understanding the impact of these factors on economic growth is essential for policymakers and regional leaders to make informed decisions. This study aims to analyze the effect of tax effort, capital expenditure growth, and regional original revenue on economic growth in regencies and cities in North Sumatra.

Methodology

This study employed a multiple linear regression model with the Ordinary Least Square (OLS) method to analyze the data from 2004 to 2009. The sample consisted of 25 districts/cities out of a total of 33 districts/cities in North Sumatra, selected using the purposive sampling method. The analysis aimed to determine the simultaneous and partial effects of tax effort, capital expenditure growth, and regional original revenue on economic growth.

Results

The results of the study showed that simultaneously, tax effort, capital expenditure growth, and regional original revenue had a significant influence on economic growth in the regencies/cities of North Sumatra. However, when viewed partially, only tax effort and regional original revenue contributed significantly to economic growth, while the growth of capital expenditure did not show a significant effect.

Tax effort refers to the efforts of local governments in increasing tax revenue. Increasing tax efforts can create greater financial resources for local governments, which can then be used for various development programs. Therefore, it is essential for local governments to not only focus on increasing the amount of capital expenditure but also on the quality and sustainability of the project financed.

Conclusion

This study illustrates that to encourage sustainable economic growth in North Sumatra, there needs to be more attention to the optimization of tax and PAD businesses, as well as the management of efficient and effective capital expenditure. A good fiscal strategy and wise management of financial resources are crucial in creating conditions that are conducive to regional economic growth. This is a challenge for regional leaders to create appropriate and innovative policies for the progress of their regions.
