In this context, this study aims to analyze various factors that influence budget absorption, including budget planning, quality of human resources, bureaucratic reform, work discipline, and motivation. Additionally, monitoring and evaluation are tested as moderating variables that can affect the relationship between these factors and budget absorption.

Background

The Medan City Government, as a regional government, has a significant role in managing regional finances. The Regional Work Unit (SKPD) is responsible for implementing various public programs and services to the community. However, the effectiveness of these programs and services depends on the ability of SKPD to absorb the allocated budget. Budget absorption is influenced by various factors, including budget planning, quality of human resources, bureaucratic reform, work discipline, and motivation.

Methodology

This study uses a causal research method to analyze the factors that influence budget absorption. The population studied includes Financial Administration Officials (PPK-SKPD) and the Treasurer of Expenditures in all SKPD Medan City Government, totaling 57 SKPDs with a total population of 114 people. The sampling method is carried out with a census, where all populations are sampled. Data collection was carried out through a questionnaire distributed to respondents.

Data Analysis

Data analysis was carried out using multiple regression and moderating tests through residual tests. The results showed that all independent variables - budget planning, quality of human resources, bureaucratic reform, work discipline, and motivation - have a significant influence on budget absorption both simultaneously and partially. However, monitoring and evaluation as a moderating variable cannot affect or strengthen the relationship between these factors and budget absorption.
