The Influence of Fiscal Decentralization Policy on the Financial Performance of the North Sumatra Province Regional Government

In the context of North Sumatra Province, this study aims to examine the significant influence of fiscal decentralization policies on local government financial performance. The research was conducted using a causal research design and involved 13 districts/cities as a sample of a total of 29 districts/cities in North Sumatra Province, during the period 2002 to 2006.

Methodology

This research was conducted using a causal research design and involved 13 districts/cities as a sample of a total of 29 districts/cities in North Sumatra Province, during the period 2002 to 2006. The data used in this study were secondary, obtained from the Ministry of Finance's website Indonesia and the Central Statistics Agency (BPS) of North Sumatra Province. The data analyzed included the Regional Revenue and Expenditure Budget and the realization of the Regional Revenue and Expenditure Budget.

Results

The results showed that partial fiscal decentralization policies had a positive and significant impact on regional financial independence. In addition, regional taxes and regional levies also have a significant positive impact on regional financial performance simultaneously. This finding illustrates that fiscal decentralization can be an effective instrument in improving local government financial performance, as long as it is balanced with good and transparent management.

Conclusion

In conclusion, this research provides an overview of the influence of fiscal decentralization policies on local government financial performance in North Sumatra Province. The findings of this study highlight the importance of a holistic and participatory approach in managing regional finances. Efforts to improve local government financial performance must be balanced with policies that support transparency, accountability, and community involvement.
