Introduction

Dengue Hemorrhagic Fever (DHF) is a serious health problem in Indonesia, with a high incidence rate recorded in 2010. Despite a decline in cases in 2011, the incidence is still relatively high, far away from the indicator that should be 2 per 100,000 population. In this context, the Tebing Tinggi City Government has adopted policies from the central government to overcome DHF cases. This study aims to analyze the effect of policy implementation on DHF events in Bandar Sakti Village in 2011 using cross-sectional analytical research designs.

Background

DHF is a mosquito-borne disease that is prevalent in tropical and subtropical regions, including Indonesia. The high incidence rate of DHF in Indonesia is a major public health concern, with significant economic and social impacts. In North Sumatra, the incidence of DHF was recorded at 8,889 cases in 2010, which decreased to 4,535 cases in 2011. Specifically in Tebing Tinggi, there were 381 cases of DHF with a pain figure of 262 per 100,000 population in 2010, which then reduced to 176 cases and painful number of 121 per 100,000 population in 2011.

Methodology

This study used a cross-sectional analytical research design to analyze the effect of policy implementation on DHF events in Bandar Sakti Village in 2011. The research sample consisted of 100 people taken through simple random sampling techniques. Data analysis was carried out with a univariate approach, Bivariate using a chi-square test, and multivariate with multiple logistics regression.

Results

The results showed that 12 respondents (12%) claimed that their family members had experienced DHF. Through bivariate analysis, there is a significant relationship in three variables, namely communication (p <0.021), resources (p <0.001), and disposition (p <0.001) against the event of DHF. From multivariate analysis, resources are proven to be the most influential variable in reducing DHF events.

Discussion

The findings of this study suggest that the implementation of DHF policy in Bandar Sakti Village has a significant impact on reducing DHF events. The results of bivariate analysis indicate that communication, resources, and disposition are significant variables in reducing DHF events. The multivariate analysis further confirms that resources are the most influential variable in reducing DHF events.

Conclusion

Based on these findings, it is recommended that the Tebing Tinggi City Health Office increases cross-sectoral cooperation and reactivating the Operational Working Group (Pokjanal) to strengthen the handling of DHF cases. Expenditures of regulations governing sanctions for violations of mosquito nest eradication (PSN) also need to be considered. Supervision of PSN activities and the application of communication methods for behavior change (KKP) will be an important step to be more effective in overcoming DHF cases.

Limitations

This study has several limitations. Firstly, the study was conducted in a single village, which may not be representative of the entire city. Secondly, the study used a cross-sectional design, which may not be able to establish causality between the variables. Finally, the study relied on self-reported data, which may be subject to biases.

Future Research Directions

Future research should aim to replicate this study in other villages and cities to establish the generalizability of the findings.
