Despite the efforts of the government and various organizations, people with disabilities in Medan still face numerous challenges, including limited accessibility, social stigma, and inadequate support systems. This research aims to discuss a social protection model that can increase the independence of people with disabilities in Medan City.

Many people with disabilities are still experiencing discrimination, and service facilities and accessibility available are very limited. Social support from family and community also tends to be low. In addition, programs run by the Medan City Government are still general and less specific for people with disabilities.

Proposed Social Protection Model

Based on the findings of this study, three social protection models are proposed to increase the independence of people with disabilities in Medan City:

1. Social Security Model Client System

This model involves giving each person with disabilities special attention through a personal and custom approach that suits their respective needs. Social workers play a crucial role in this model, ensuring that people with disabilities get access to the resources and support they need to achieve independence.

2. Social Security Model Target System

This model focuses on persons with disabilities as the main target of government programs by providing more directed support and resources. This model aims to address the specific needs of people with disabilities and provide them with the necessary support to achieve independence.

3. Combined Social Security Model

This model combines the elements of the two models above to create a comprehensive social protection system. Social workers are an essential part of this model, ensuring that people with disabilities get access to the resources and support they need to achieve independence.
