The Influence of Human Resources and Work Procedures of the AMDAL Appraisal Commission on the Quality of AMDAL Documents in Environmental Management in North Sumatra Province
Introduction

AMDAL is a comprehensive assessment of the potential environmental impacts of a project or activity, and its quality is directly related to the reliability of the human resources involved in compiling and assessing the documents. In addition, the work procedure mechanism of the AMDAL Appraisal Commission plays a significant role in producing quality AMDAL documents.
In North Sumatra Province, environmental management is a critical issue, and the quality of AMDAL documents is essential in ensuring that projects and activities are carried out in an environmentally sustainable manner. However, the quality of AMDAL documents in North Sumatra Province has been a concern, and there is a need to investigate the factors that influence the quality of these documents.
Background
AMDAL is a regulatory requirement in Indonesia for projects and activities that have the potential to cause significant environmental impacts. The AMDAL process involves several stages, including environmental impact assessment, public consultation, and environmental management plan development. The quality of AMDAL documents is critical in ensuring that the environmental impacts of a project or activity are accurately assessed and mitigated.

However, there is a lack of research on the specific role of human resources and work procedures in determining the quality of AMDAL documents in North Sumatra Province. This study aims to fill this gap by investigating the influence of human resources and work procedures of the AMDAL Appraisal Commission on the quality of AMDAL documents in North Sumatra Province.
Methodology
This study used a quantitative approach, with a survey design. The sample consisted of 100 AMDAL documents from various projects and activities in North Sumatra Province. The data were collected using a questionnaire, which was administered to the AMDAL Appraisal Commission. The questionnaire consisted of two sections: human resources and work procedures.
The human resources section consisted of 10 items, which measured the skills, knowledge, and experience of the individuals involved in compiling and assessing AMDAL documents. The work procedures section consisted of 15 items, which measured the mechanisms and processes used by the AMDAL Appraisal Commission to assess and evaluate AMDAL documents.
Results
The results of the study showed that human resources and work procedures have a significant influence on the quality of AMDAL documents in North Sumatra Province. The regression analysis showed that the standardized coefficient value for human resources was 0.009, while the standardized coefficient value for work procedures was 0.285. This indicates that work procedures have a more dominant influence on the quality of AMDAL documents.
The regression coefficient (R square) showed that the independent variables studied can affect the dependent variable (quality of AMDAL documents) of 75%. This suggests that there are other factors that have not been examined and also play a role in determining the quality of AMDAL documents.
Discussion
The results of this study have several implications for environmental management in North Sumatra Province. Firstly, the study highlights the importance of human resources and work procedures in determining the quality of AMDAL documents. This suggests that efforts should be made to improve the quality of human resources and work procedures of the AMDAL Appraisal Commission.
Secondly, the study suggests that there are other factors that have not been examined and also play a role in determining the quality of AMDAL documents. These factors may include availability of environmental data, expertise and experience of the AMDAL drafting team, and applicable standards and regulations.
Conclusion
This study shows that human resources and work procedures of the AMDAL Appraisal Commission have an important role in determining the quality of AMDAL documents in North Sumatra Province. Although the work procedures of the AMDAL Appraisal Commission have a more dominant influence, it is essential to pay attention to other factors that can affect the quality of AMDAL documents.

To improve the quality of AMDAL documents, efforts need to be made to:
Improve the quality of human resources: Through training and development, human resources in the AMDAL Assessment Commission can be increased in competence in assessing AMDAL documents.
Improve the work procedures of the AMDAL Appraisal Commission: More effective and efficient work procedures can help speed up the AMDAL document assessment process and improve their quality.
Increase access to environmental data: Access to accurate and complete environmental data can assist the AMDAL drafting team in analyzing environmental impacts more comprehensively.
By improving the quality of AMDAL documents, it is expected that environmental management in North Sumatra Province can run more effectively and sustainably.
Limitation
This study has several limitations. Firstly, the sample size was limited to 100 AMDAL documents, which may not be representative of the entire population. Secondly, the study only examined the influence of human resources and work procedures on the quality of AMDAL documents, and did not investigate other factors that may also play a role.
Future Research
Future research should aim to investigate the influence of other factors on the quality of AMDAL documents, such as availability of environmental data, expertise and experience of the AMDAL drafting team, and applicable standards and regulations. Additionally, research should be conducted to examine the effectiveness of the suggestions made in this study, such as improving the quality of human resources and work procedures of the AMDAL Appraisal Commission.
