The Effect of the Effectiveness of the Government's Internal Control System on the Quality of the Regional Government Financial Statements of Medan City

Introduction

The Medan City Regional Government, like many other local governments in Indonesia, is required to prepare and present financial statements that accurately reflect its financial position and performance. However, the quality of these financial statements can be affected by various factors, including the effectiveness of the internal control system (SPIP) in place. This study aims to investigate the relationship between the effectiveness of SPIP and the quality of financial statements in the Medan City Regional Government.

Background

The Government Internal Control System (SPIP) is a set of policies, procedures, and controls designed to ensure the accuracy, completeness, and reliability of financial information. A strong SPIP is essential for maintaining transparency and accountability in financial management, and for building public trust in regional financial management. However, the effectiveness of SPIP can be influenced by various factors, including the control environment, risk assessment, control activities, information and communication, and monitoring.

Methodology

This study used a quantitative approach, with a sample of 100 respondents from the Medan City Regional Government, including PPK-SKPD and Treasurer. The data were collected through a questionnaire, and the methodology included quantitative analysis, data quality test, classical assumption test, and hypothesis test. The independent variables in this study consisted of control environment, risk assessment, control activities, information and communication, and monitoring, while the dependent variable was the quality of local government financial statements.

Results

The results of the study showed that simultaneously, all independent variables have a significant influence on the quality of the financial statements of the Medan City Government. This indicates that the effectiveness of SPIP is very important to increase transparency and accountability of financial statements. Furthermore, partial analysis showed that the control environment and risk assessment contribute positively to the quality of financial statements, while control, information and communication activities, and monitoring do not show a significant impact.

Analysis of the Link between SPIP and Quality of Financial Statements

The effectiveness of SPIP plays a crucial role in ensuring that local government financial statements are reliable. A strong control environment creates a basis for the entire accounting and financial reporting processes, increasing the integrity and reliability of the information presented. A good risk assessment also helps the organization to identify and overcome the potential problems that can affect the accuracy of the report.

However, the results of the study also showed that not all SPIP components have the same impact. Control, information and communication activities, and monitoring should not be ignored, although statistically it does not show significant effects. This indicates that there is a possibility of improvement that can be done in these aspects to improve the quality of financial statements. For example, strengthening the communication system between parts in the organization can help in maintaining the consistency and accuracy of reported data.

Conclusion

The results of this study confirm the importance of the effectiveness of the internal control system in supporting the quality of local government financial statements. To achieve transparent and accountable financial management, a commitment is needed to continue to make improvements in every aspect of the existing control system. The Medan City Government should conduct an evaluation and improvement of the existing control system, with a special focus on elements that have less influential to find new ways in improving overall performance.
